Biography: Carlos Pérez Fernández-Turégano (Madrid, 1968) es doctor en Derecho por la Universidad San Pablo CEU, en cuya Facultad de Derecho es actualmente profesor agregado de Historia del Derecho Español. Especialista en historia militar, ha centrado sus trabajos en la organización político-administrativa de la Marina española del siglo XVIII. Fruto de sus investigaciones cabe destacar, entre otras, las siguientes publicaciones: «La fiscalización económica en la Marina española del siglo XVIII», en La Hacienda militar. 500 años de intervención en las Fuerzas Armadas, 2002; «El Almirantazgo del Infante don Felipe (1737-1748)», en Anuario de Historia del Derecho Español, 2004, o Patiño y las reformas de la administración en el reinado de Felipe V, Ministerio de Defensa, 2006. Está en posesión de la Cruz del Mérito Naval con distintivo blanco.

Abstract:

This book covers the life and scientific work of Admiral José María Otero Navascués. After a biographical sketch in the first chapter, the second chapter discusses Navascués Otero’s work as a scientist, from his contribution to the development of optics in Spain, with the founding of the Daza de Valdés Institute and the discovery of nocturnal myopia, to his contribution to the field of metrology, in which he held the presidency of the International Committee for Weights and Measures, through to his activity as the founding father of nuclear power in Spain, with the creation of the Energy Board Nuclear and Institute of Nuclear Studies. His dedication to politics and his activity as a Deputy in Franco’s parliament are discussed in the third chapter. The fourth and final chapter examines aspects of his Catholic militancy.
